The APC Executive Board and External Relations Committee are proud to formally express our enthusiastic support for AB 1818, legislation authored by Assembly Member Liz Ortega to protect the integrity of collective bargaining for California State University employees.
While APC members recently reached an agreement during collective bargaining, the CSU invoked an old section of state law to re-open bargaining and withheld agreed upon salary increases from thousands of CSU employees. This is the exact type of scenario that AB 1818 was drafted to remedy.
How Does AB 1818 Work? AB 1818 amends an archaic section of the Higher Education Employer-Employee Relations Act (HEERA) to ensure that the CSU cannot unilaterally decide whether they are obligated to follow a negotiated collective bargaining agreement. Under AB 1818, if there is any doubt about whether the Legislature or Governor provided full funding for a collective bargaining agreement, the decision will fall to the Public Employment Relations Board (PERB).

Why APC Supports AB 1818. As the union representing over 3,000 Academic Professionals across the CSU, we feel that when a contract is negotiated in good faith, it needs to be respected.
Our members contribute daily in numerous ways to help our CSU campuses and students succeed as counselors, advisors, financial aid professionals, EOP staff, residence life coordinators, educational specialists, and more. Having stable labor relations allows us to focus on our job rather than having to wonder if our negotiated agreements may be nullified once the bargaining has been completed.
AB 1818 ensures:
- Contracts negotiated in good faith are respected
- PERB, not just the CSU, decides whether bargaining needs to be reopened
- Greater fairness and transparency is brought to the collective bargaining process
- Improved labor relations will benefit all involved, employees, students and the CSU
