Dear Colleagues,
The APC and CSU Bargaining Teams met again on Monday, November 17, to continue reopener negotiations for fiscal year 2025-2026.
You may recall that in our previous bulletin, we reported on the CSU’s reluctance to obtain a $144 million loan from the State General Fund. Since then, the Coalition of CSU Unions has been able to prod the University to pursuing this loan and, most importantly, to spending the entire amount on a compensation pool.
While this welcome news is an important step in the direction of fair compensation, the CSU has still not made a proposal the APC team is willing to accept.
The University has proposed to give us a 3% one-time lump sum in lieu of a GSI (General Salary Increase) claiming the loan is non-baseline funding.
The APC Bargaining Team has rejected this offer in the belief our members deserve an on-going, permanent raise.
Both, theCSU and APC Bargaining Teams have agreed to resume negotiations once the 2026-2027 California budget is released next January. We believe this is a strategic wait, which will allow us to explore possible ways of achieving our goal of a GSI, if the State budget allocation to the CSU makes that feasible.
This also comports with the bargaining demands made by our Union allies, who have received the same offer from the University. As of this writing, no CSU Union has reached agreement on the disposition of the State loan.
The APC Bargaining Team will be in a state of constant deliberation between now and January seeking proper compensation for our Unit and will write with emerging news.
