Bargaining Update January 2026

Dear Colleagues,

As you may recall, in November of last year the APC and CSU bargaining teams agreed to a temporary hiatus in negotiations while awaiting the release of the State of California’s 2026–2027 budget. Now that the budget proposal has been released, both teams have reconvened to address the outstanding issue of compensation for our Unit.

Although the Governor’s proposed budget largely fulfills the commitments made last year, the CSU continues to maintain its position of offering a one-time, 3% lump-sum payment for fiscal year 2025–2026. In response, the APC bargaining team reaffirmed our demand for a 3% General Salary Increase (GSI), citing what we view as an improved fiscal outlook for the CSU. The CSU countered by asserting that potential cuts could still emerge in the May Revise and has not yet acknowledged sufficient funding to support a permanent GSI.

A key point of discussion centered on whether the available funds are ongoing or one-time in nature. The CSU indicated it expects to have greater clarity on this issue in the coming weeks. Because the distinction between ongoing and one-time funding is critical to securing a lasting salary increase, APC agreed to temporarily table this portion of the discussion until more definitive information is available. The parties are scheduled to meet again in late February or early March.

Please know that APC remains committed to achieving a timely and fair resolution that reflects the legitimate economic needs of our members. While we want to move forward, we believe it is essential to fully pursue a General Salary Increase before considering any one-time payment proposals.
