APC Bargaining Update August 12 2024

The APC and the CSU Bargaining Teams met Friday, August 9, 2024. Unfortunately, we can report little to no progress on proposals of interest on either side of the table. The CSU Bargaining Team again was not prepared to offer a salary proposal even though it was promised to be forth coming at our last bargaining session. Instead, the APC Bargaining Team was subjected to a rather long and detailed opinion as to the financial state of the CSU this year and next.

The CSU Bargaining Team insisted on leaving several articles status quo, in effect ignoring APC’s proposals on issues important to Unit 4 employees such as:

  • Increased vacation accrual
  • Granting interviews for Unit 4 positions to all qualified Unit 4 employees
  • Allowing for Campus Presidents to waive or reduce probationary periods
  • Statewide classification standards
  • Fee waivers for Unit 4 employees enrolled in a CSU Doctorial program
  • Removing the phrase that any CSU coursework covered by the fee waiver program must be job related
  • Adding a Unit 4 employee to hiring committees who are in the office where there is a vacancy

The CSU Bargaining Team brought back to the table proposals previously rejected by the APC with no substantive changes such as removal of the Union’s right to engage in strike action in conjunction with a filed Unfair Labor Practice.

The APC Bargaining Team submitted an economic proposal which included a salary increase for fiscal years 2024-2025 and 2025- 2026. The CSU Bargaining Team has not yet responded to this proposal.

The next bargaining session is scheduled for Monday, August 19, and the APC Bargaining Team will report back to Unit 4 employees.
